We just did these with our VBS last week.  The 2 things that helped us the most were:  1.  Trim off the hem of the bandana where you cut the strips (only).  2.  Have the kids bead on only one of the layers of fringe, tie the back strip to the front to secure the beads.  Even the littlest kids were able to do most of the bandana with just a little help...
