We took checkered plastic table cloths from Wal-Mart ($4.) we cut them in strips and then into triange shaped peices.  We then hot glued them about 18 inches apart on inexpensive bulky natural rope also from Wal-Mary ($2x50ft.)  We overlapped the checked cloth at the top so it had a finished look.  We even might tie a knot in between the "flags" for more added flare.  Anyway, they will go around the outside of the church, just like the mexican flags did.
