There is also the factor of how far is someone willing to travel and finances.
Regent University and Azuza are pretty popular as well.

HI,
In the northeast there are several that I highly recommend. Eastern (is where Duffy Robbins is a prof), Gordon College, in wenham, MA and Nyack all have really good, strong youth ministry undergrad programs.
Masters, Denver Seminary, Fuller, and Gordon-Conwell are the ones i've heard the most about.

Moody Bible Institute, second to none in Youth Ministry.
Moody's whole focus is on helping lay people become ministers, plus you can get a BA/MMin/MDiv there.
Another quality, it is tuition free.
