I am having difficulty finding hula hoops that are less than $3.00.  Somewhere on these posts I remember reading about someone using piping to make the hula hoops.  Could someone please direct me to this post or let me know how to use the tubing-- what kind of tubing it was, how to connect it to make a circle and how to keep it in shape.  Thank you so much!

I used foam sheets. The 18 inch foam sheets cut long ways works best. A Value pack at the craft store is about $4.99 Attach with brads. They won't be as big as the hoops, but they are colorful. You could always add pom-poms if you want that look. See the attached picture.  I think I made at least 20 with one package...easier on the budget than the hoops.

I just finished the Atoms last night and they look pretty good.  They are going to be used this weekend and will need to be fluffed since I tried to flatten them.

I purchase a 500' foot roll of the poly tubing

Cut 3 pieces the same length and either cut or drilled holes about a 1/2" from each end. about $45

 Serveral rolls of green/blue painters 1" tape that wrapped around in a swirls leaving some black showing or took colored duct tape cut strips and taped it on like stripes.  about $10-15

 Purchase 100 balls from wall mart.  Sliced a cross thru one circle and cut out the other circle. about $10

Once taped slide on one ball per piece thru the cross side     first.

 I took about 10" of wire thread thru one hoop then 2nd, 3rd.  I bent wire then twisted together and formed a loop for hanging. about $5

 I then arranged hoops to look like an atom and made sure the ball looked OK then tie wrapped the bottom into place. about $1

 
It made about 30 2' to 4' atoms. 
 
These instructions and ideas come from a website that made hula hoops for exercise and also the atoms directions from pj website http://myvbshome.info/vbs2008/ some of the rest came from just putting them together.  A little time consuming but worth it.  If you dont's need so many buy a 250' roll of the poly tubing.
