Just got back from Michael's Craft Store and had to immediately post this information.  I went in to see if anything interesting was left from Halloween.  Instead, I found a better bargain - their Fall Foliage was marked 70% off. 

I was able to find 10 Cattail stems that rung up at $.59 a piece.  I bought a few earlier this fall when someone posted that they were on sale for about $1.00 a stem, but this price was even better.

One tip if you go - be prepared to search through the stems, especially in the back and down behind any larger flowers.  When I first started looking, I only saw one; however, when I went to pull it out, there were others stuck down in behind it. And, after more thorough searching, I was able to find 10.
