We have a small country church, but we love VBS.  I used styrofoam, a hot knife and paint for the cave, granite rocks, coliseum, fountain, and busts.  I used brown bags for the wall in Paul's room and for the ring around the fountain.  The 4' x 4' material covered styrofaom decorated boards where hung between our large side windows.  The fountain had a 4" strip of clear plastic "pouring" into it with real fountain noises.  The canopies where over each door and even had live pigeons hanging from them each night (not pictured).  The kids really enjoyed the drama and the cave.  This was one of our favorite themes for VBS.
